Officer of the Comptroller

The Parliament of Navarre has a technical supervisory body, the Office of the Comptroller of Navarre (Cámara de Comptos), governed by the Regional Government Law 19/1984, of 20th December.

Its mission is to supervise the economic and financial management of the public sector of the Autonomous Community as well as those funds which are considered public. Firstly it prepares a report on and carries out a censure of the General Accounts of Navarre presented after each economic period by the Government.

It also informs on the accounts and economic management of Town Councils in Navarre as well as organisms and entities dependent on these institutions.

The Office of the Comptroller sends the reports to the Accounts Tribunal which is responsible for demanding accounting responsibility from persons handling public funds. The Office of the Comptroller also advises Parliament on economic-financial matters.

The Regional Law on Local Administration determines that the control of accounts and economic management of Local Entities in Navarre and organisms and entities dependent on such institutions is the responsibility of the Office of the Comptroller.

The President, the Auditors and the General Secretary are all Bodies of the Office of the Comptroller.

The President of the Office of the Comptroller is chosen by the Parliament of Navarre and his/her mandate is for six years. At a session held 18th February, 2010 Heliodoro Robleda Cabezas was chosen President of the Office of the Comptroller.

The Office has three Auditors, functionaries chosen by competitive examination, charged with preparing the reports and submitting them to the consideration of the President.

The General Secretary of the Office of the Comptroller is appointed by the President among the lawyers in this Office.
